LOCAL EMERGENCY PLANNING COMMITTEE (LEPC)

THERE ARE 87 LEPC'S IN THE STATE OF OHIO.

Members of the State Emergency Response Commission (SERC) are appointed by the governor of the state of Ohio. The SERC requires that each county within the state of Ohio establish a Local Emergency Planning Committee (LEPC). The Ohio EPA was designated by the SERC to be the coordinating agency for each of the 87 LEPC's. 

The LEPC for Franklin County chose the name "The Chemical Emergency Preparedness Advisory Council" (CEPAC). The emergency coordinator for CEPAC is the Franklin County Emergency and Homeland Security, 5300 Strawberry Farms Blvd., Columbus, Ohio 43230 at (614) 794-0213. The information coordinator for CEPAC is  Columbus Public Health, 240 Parsons Ave., Columbus, Ohio 43215 at (614) 645-6275. 

LOCAL EMERGENCY PLANNING COMMITTEE - DEFINITIONS SARA TITLE III

SARA Title III stands for the Superfund Amendment Reauthorization Act of 1986 under 42 U.S.C. 11021 & 11022 (sections 311 and 312). This act required companies with chemical inventories over the threshold reporting quantities for Extremely Hazardous Substances (EHS) and hazardous chemicals to file facility chemical reports with the Local Emergency Planning Committee (LEPC) of their county. CEPAC is the LEPC for Franklin County.

STATE EMERGENCY RESPONSE COMMISSION (SERC)

The SERC is the commission appointed by the governor of Ohio to oversee the 1986 SARA Title III program for emergency response and planning. 

LOCAL EMERGENCY PLANNING COMMITTEE (LEPC)

The Chemical Emergency Preparedness Advisory Council (CEPAC) is the Local Emergency Planning Committee for Franklin County and Columbus, Ohio. There are 87 LEPC's in the state of Ohio, which were designated by the State Emergency Response Commission under the guidance of the Ohio EPA.

The Ohio EPA was appointed by the governor of Ohio to be the lead agency to coordinate the SERC.

The State of Ohio has 88 counties, but 2 counties are merged.  The five Largest LEPC's by population in the state of Ohio. 

1. Cuyahoga County - Cleveland 
2. Franklin County - Columbus 
3. Hamilton County - Cincinnati 
4. Montgomery/Greene Counties - Dayton 
5. Lucas County - Toledo 

The other 82 counties have smaller populations.

ASSUMPTIONS AND PREDICTIONS

It is assumed that all Local Emergency Planning Committees (LEPC) are functioning in the state of Ohio, but there are a few LEPC's where they do not meet to do emergency planning or response. These nonfunctioning LEPC's are small counties and do not receive enough funds to maintain such an effort. These small counties depend on their fire departments for hazardous material spills and releases.
