The Chemical Emergency
Preparedness Advisory Council is required to update the Hazardous Material
Annex to the Franklin County Emergency Operations Plan on an annual basis.
It is the primary purpose for the Contingency Planning Committee to address
this task. The annex is due to the State Emergency Response Commission
on October 17 of each year.
The annual
review of the annex includes updating current resource lists and phone
numbers and incorporating items required by the new Ohio Hazardous Materials
Development and Evaluation Guidance Document. The plan is then judged against
these criteria.
The training
of local emergency responders and support organizations has been and will
continue to be a major concern of the Planning, Exercise and Training Subcommittee.
CEPAC receives a grant each year from the Public Utilities
Commission of Ohio to conduct the following courses for local emergency
responders:
First Responder
Hazardous Materials: Awareness Level
Weapons of Mass Destruction Classes
Rollover Tanker
Exercise
Hazardous Materials:
Operations Level
Hazardous Materials:
Technician Level
Purchase of Exercise
Training Foam.
The Department of
Transportation also provides CEPAC with a grant each year
to provide the following courses:
Chlorine Emergencies
Incident Command
System
Clandestine Drug
Labs
SERC Exercise
Credit
According to Section
3750.04(c) of the Ohio Revised Code, Local Emergency Planning Committees
(LEPCs) must conduct an exercise of their hazardous materials plan annually. For
the past 19 years, CEPAC has had state-required exercises. All exercises have met the state requirements.
PLANNING,
EXERCISE AND TRAINING COMMITTEE: 2008 OBJECTIVES
Continue to review yearly and update as needed the Franklin County Hazardous Materials Annex so that it meets the State Emergency Response Commission guidelines.
Organize, coordinate
and implement the annual Hazardous Materials Exercise through the Training
and Exercise Sub-Committee.
Provide Hazardous
Materials Training and NIMS Training to emergency responders through the Training and Exercise
Sub-Committee.
Will serve as
a resource to other working committees.
