| Since 1985,
the purpose of the Chemical Emergency Preparedness Advisory Council (CEPAC)
has been to serve as the official Local Emergency Planning Committee for
Franklin County, Ohio. This council will perform the duties delegated to
the Council pursuant to Title III (Emergency Planning and Community Right-to-Know
Act) of the Superfund Amendments Reauthorization Act (SARA) (United States
Public Law 99-499) and Chapter 3750 of the Ohio Revised Code and as appointed
by the State of Ohio. The council will exercise the powers and perform
the duties delegated to the Council pursuant to SARA Title III and the
Ohio Revised Code Chapter 3750.
Those powers
and duties enable the Council to perform the following:
 | Develop a comprehensive
emergency response plan for the county (303). |
 | Distribute the
emergency plan and make it publicly available. |
 | Receive and maintain
a database of reports and chemical inventory information as specified throughout
SARA Title III. |
 | Receive and process
requests for chemical inventory and emergency response information from
the public. |
 | Establish procedures
for conducting its public information responsibilities. |
 | Notify the public
of committee activities and public meetings to discuss the emergency plan. |
 | Handle and respond
to public comments on the emergency plan. |
With the information
and reports received, the Council will do the following:
- Perform
hazard analyses.
- Build
and maintain a database of hazardous chemical locations and quantities
in the county.
- Establish
and maintain a computer system for emergency responders to use when responding
to incidents that may involve hazardous chemicals in the county.
- To implement
the local emergency planning committee rules and requirements of SARA Title
III.
- To prepare
a comprehensive and coordinated chemical emergency response plan for Franklin
County.
- To receive
and process requests from the public for information under SARA Title III.
CEPAC had developed
emergency response plans for all fire departments and other emergency agencies.
These plans set guidelines for actions to be taken by emergency responders
during a chemical emergency.
As the Local
Emergency Planning Committee for Franklin County, CEPAC
 | ensures that chemical
inventory reports filed by Franklin County industries each year are entered
into the database, |
 | assesses the potential
risk of reported chemicals stored or used at specific industries within
the county, |
 | develops the comprehensive
hazardous material emergency response plan for all of Franklin County,
distributes chemical emergency information to the public. |
